The semiconductor intelligent optoelectronics full industrial ecosystem project, with a total investment of 5.2 billion yuan (Approx. 715 million USD), has been designated as a key municipal project for 2024 by Jinan Daily. The project, led by Feifan Qihang (Shandong) Semiconductor Technology Co., Ltd., is set to produce small-pitch displays, COB-Mini/Micro LED displays, flexible screens, and customized displays.
Project Scope and Infrastructure for LED Displays
Spanning 182 acres, the project aims to build an engineering laboratory center and automated production workshops. It will introduce around 90 advanced production lines and more than 8,000 sets of manufacturing equipment. The main products include small-pitch LED displays, COB-Mini/Micro LED displays, flexible displays, and customized screens, which will fill a significant gap in the city’s optoelectronics sector within the broader electronics industry.

Phase 1: Investment and Production Goals
Phase 1 of the project has an investment of 3 billion yuan (Approx. 410 million USD), with plans to procure SMT chip mounters, printing machines, and other necessary equipment. The annual production target is 250,000 square meters of LED modules and displays. Construction began in January 2024, with trial production scheduled for November 2024.
Phase 2: Expansion and Future Growth
The second phase plans to introduce approximately 10 supporting upstream and downstream projects, with an investment of 2.2 billion yuan (Approx. 300 million USD). The expected output value by 2025 is more than 1.5 billion yuan (Approx. 205 million USD), and when fully operational, the project aims for annual sales of 5 billion yuan (Approx. 680 million USD), generating about 250 million USD in export revenue.

Feifan Qihang: Driving Innovation in LED Displays
Founded in 2023, Feifan Qihang is located in Jinan, Shandong Province, and specializes in a range of services including integrated circuit chip design, manufacturing, and sales, as well as electronic components, semiconductor devices, information systems, and display manufacturing. To strengthen the industrial ecosystem, Jinan’s Laiwu District is actively promoting the project through multiple investment initiatives. The overall industrial chain now includes 14 companies across various sectors, from upstream suppliers. The total investment in the industrial chain is expected to reach 11 billion yuan (Approx. 1.5 billion USD), with an anticipated future output surpassing 10 billion yuan (Approx. 1.36 billion USD).
